Garrison Rapmund

Also Gary Rapmund, Garrison Rapmund, M.D., COL Rapmund, BG Rapmund, MG Rapmund, Rapmond (OCR form)

An Army medical officer whom the Surgeon General's Office named, as a colonel and Director of the Walter Reed Army Institute of Research, its permanent point of contact for GRILL FLAME. As a brigadier general on the Army's human subjects review board in 1981 he said he did not believe the Army GRILL FLAME effort constituted human experimentation, and in August 1984, as major general commanding the Army Medical Research and Development Command, he told CENTER LANE staff he envisioned a five-year, multimillion dollar psychoenergetics R&D effort mostly under outside contracts. He retired in 1986 as Assistant Surgeon General (R&D), and in 1995 Edwin May wrote that he chaired the Institutional Review Board of SAIC's Cognitive Sciences Laboratory.
