Tips and first-hand accounts

If you worked in or around these programs, or you hold documents that belong in the public record, I want to hear from you. One note on how tips are handled: first-hand accounts are welcome and are treated as Tier 3 leads until they are documented. That is not doubt about you. It is the same standard applied to every source. A recollection points me toward the record, and the record is what gets published.
