1. The National Security Council, circa December 1979, reviewed over 200
experiments and chose 12 specifically related to intelligence interests
for presentation to Dr. Brezhinski. Out of this review came continuing
support for the compartmented programs.
2. [redacted box] have had a number of intelligence related
contracts on PSI from DoD and CIA. Two involved locating Soviet
submarines and the MX Missile System.
3. Mr. [redacted box] of M5 has confirmed that the FBI used PSI talent on
investigations and has for some time. They use the talent utilized
by local police forces. [redacted box] of M5 has used PSI with me in the
past on an M5 case. He reports useful information was obtained.
4. [redacted box] Chief of DIA, DT, is a supporter of the use of PSI on
intelligence collection. He has a number of reports to support his
position.
[Layout: a large redacted box occupies the middle of the page; item 5 is presumably within it.]
6. The prestigious and conservative Cambridge University conferred on
Dr. Carl Sargent, its first Doctorate in Parapsychology for his work
in the field; this work has been replicated successfully by other
researchers - OMNI Magazine, November 1979, p.80.
7. The Nobel Prize winner in Physics for 1973, Dr. Brian D. Josephson says
this about the field of Parapsychology:
"In recent years, a number of reputable scientists have entered the
field with expert knowledge of how to perform good experiments, and the
knowledge of how fraud may be perpetrated and how it may be avoided by
careful experimental design. Still, it appears that the phenomena
occur" - The Icelandic Papers - Forward

8. A year ago when I toured the retiring and candidate chief of JCS OPSEC
through the COMSEC Display Area, I asked both if they received information
on the threat from Parapsychology and its usefulness in intelligence
collection. Both said that they had seen both documents and motion
pictures.
9. [redaction box, about six lines deep]
10. Mr. [redaction box] SAO/DDC, is aware of a double blind experiment carried out by
SRI scientists - whose results were validated by a neutral NSA chosen
scientist - in which a subject chose random number patters with almost
100% accuracy.
11. Parapsychology, circa 1968, was admitted to the American Association for
the Advancement of Science. When the old physicist, Dr. Wheeler, tried
to have the parapsychologists expelled from the Association, the president
of the Association would not allow it saying that the phenomena could
not be so easily dismissed. The field is still part of the AAAS.
12. Dr. Lowell K. Frazer and Mr. [redaction box] are interested in determining the
nature and degree of the threat to COMSEC posed by PSI.
13. Dr. [redaction box] is interested in determining the nature and extent of the
PSI threat to COMSEC. He has been informed of the MX Missile work at
SRI and the Los Alamos related work at the University of New Mexico.
14. You are to receive a briefing related to the compartmented material
in March.
