REMARKS
[handwritten, cursive:]
Mr. Tate questioned whether S might
train a person in ESP. particularly to
work against cryptographic material such
as authenticatoRS. I told him that I thought
there were some unacceptable risks
1. We would not be able to contain a
developed psychic within the need to know
restriction
2. A narrow development of psychic
talent tends to unbalance the
personality
I suggest that only persons developing totally
within a deeply religious ethical framework should
be used in such research because they are dedicated to
the service of others and not self seeking .
