Phone call to Dr Fraser(?) resulted in
the following info(?):

1. Rosenblum(?) finally was able to
read Mar 82 DIA report on Soviet
Psychoenergetics Research Program
and was considerably impressed

2. Dr. Fraser(?) went to a briefing
at the DIA office on DIA operational
use of PSI to locate penetration(?)
which is successful enough to impress
the DIA. It is not scientifically
controlled but results are sufficiently
useful to be a significant requirement
for continued use. reading of random
characters is considered an unusually
hard task for such talent (?) [the "(?)" is in the original]
even getting [Struck through] titles or documents is
"iffy" Fraser(?) is considering
Telling the DIA that our math
type experiments are almost useless.
and to seek other criteria(?)
[illegible] is mostly operational except
for some SRI work (See other side
for new research)

( - call Kit )

3 Dr. Fraser(?) said that it
was a good idea to talk to
Dr. Scatta(?) who is a critical scientist
but fascinated with the field
and wants to learn as much as
possible
