General Observations - [redacted box] (b)(3)

1. It is now generally considered probable that
human emotions are the factor which creates
the telepathic bond.

a. Clive(?) Backster, one of the nation's foremost
lie detector experts has demonstrated in hundreds of
experiments that plants react to emotional
stress in people even when the people are at a distance.

b. On a recent T.V. special on channel 5 (The Wierd World
of Wierd) Dr. Waugh(?), a parapsychologist from U. of
California, demonstrated, on camera, that
emotionally stimulating material (Watt's Riot scenes)
was reletively easy to transmit telepathically.

c. Experiments by Dr. Seageyev(?) of Leningrad on the
Psychokinesic phenomena, have repeatedly demonstrated
that the Telekineticist Kulagina is only able to give
laboratory evidence of her ability to move objects
when she has worked herself up to a "stress alarm"
reaction - a highly emotional state. Dr. Bender of
Freiburg University has also found the same correspondence
between the intense emotional state and the PK
phenomena in spontaneous cases. In laboratory experiments
Dr Bender has noted that one individual suspected
of causing PK phenomena only showed above average
E.S.P. scores when under emotional stress.

2. The level of success of both the Russian and American
ESP/PK experiments is such that even a conservative person
would expect the use of ESP/PK as a cold war weapon by 1975.
This would only be likely against a few high priority targets
where conventional methods will not obtain the desired results.
Because of the nature of the phenomena persons under stress
will be most susceptible - for example DEFSMAC personnel or
Joint(?) War Room personnel.
Why would the Russians use such means - It costs little;
they have nothing to lose; an attack is very difficult to detect;
[illegible] [illegible] make(?) [illegible] environment(?) irresistible(?) to our Soviet friends(?).

Notes on Nature of [struck through: possible] attacks against DEFSMAC

1. Soviet intelligence would provide trained psychics
with photographs of selected personnel - Those who
are the most likely to develop an intense stress alarm response
while under pressure. Also they will probably include small
personal items ie, cuff links, tie pins ties etc.

2. Right before a soviet missile test the psychics will begin
turning on their Targets

3. As the missile test begins American reactions must be at their
peak of efficiency this causes maximum pressure and therefore
maximum susceptability.

4. At this time the soviets will probably attempt to Transmit

a. a feeling of illness - which they have successfully done
b. confusing factual information to lessen efficiency of
decision making
c. lies concerning serious injury to members of DEFSMAC
personnel is(?) families - This is done to cause an(?) increase
in the stress alarm reaction of the person already under
pressure so that he will be confused and unable to function
properly and even to perhaps cause him to send out
PK energy which often causes electrical apparatus to fail, lights
to blow out fuzes to blow etc.

5 After the fact soviet intelligence personnel would monitor
conversations of the DEFSMAC participants in bars, parties,
in their cars(?) or homes to see if the crew experienced
[struck through: and] any special difficulties during the test period

6. During the test Soviet Sigint might detect evidence of
success from intercepted chatter concerning circuit outages
or general confusion by the personnel themselves.

NOTES: // SIGINT / COMSEC ESP Uses

1. Soviets have tested interception of Telepathy
transmissions. They claim these tests were successful.
2. Soviet tests whose reported results support the
ability to make people sick at a distance by
Telepathy could be used [if the claims are true] to
   degrade communications operator's reliability
3. Random guess experiments both here and
abroad indicate ESP may be used to significantly
whittle down the work factor of some crypto systems.

4. Soviet use of a new "Artificial(?) Reincarnation(?)"
hypnotic technique shows promise as a means
of enhancing or promoting full development
of ESP and other analytically(?) related Talents

5 Soviet and German(?) research on Psychokinesis indicates that
such mental energy could be used to degrade the
   effectiveness of communications equipment

6 The quality of present Soviet research indicates
that ESP will be a dependable SIGINT Tool
   by 1980.
