SUBJECT: 2SF - A Special Report

1. After a careful study of numerous CIA and FMD reports of Soviet
ESP research, the following general information concerning such
research was derived:

a. Botreen 1960 and 1966 Russian ESP research went from a position

of official toleration to considerable official support.
b. The research plan of Russian research is reported to be:
(1) To find out who are suitable subjects for ES? research
(2) To determine the proper conditions for successful ESP
experiments;
(3) fo develop the biophysics of ESP
(4) o study the electromagnetic spectrum as a possible
transmission scurce.
(5) To study field and more theories as they may be applicable

2. No detailed results of ESP experimental successes have been
published in recent open Soviet literature; however, the effort
being expended by the Soviets in this field and the range of uses
which they envision for ES? indicates that some meaningful results
have been produced by their efforts. It is interesting to note

that recent Soviet publications of ESO research have lacked the more
detailed quality oof the professional report and have tended to be

b. Range of Interesto - The following possibilities for using
ESP are being considered by the Soviets:
(4) Some Soviet scientist consider that ESP could be "accomplished
with the help of a atill unknown type of energy or a factor inherent
only to the highest form of development of matter -- the substances
and structure of the brain. The discovery of this type. energy or
factor would be the equivalent of the discovery of atomic energy"
(9) Som of these scientists feel an umlow energy "possibly akin
to gravity and nextrinos is involved" (10) They also feel that "in
the future, machines on the moon or in the ocean will be controlled
by thought." (10) - Such ideas are not more idle speculation. This
type of energy is considered seriously by such deverse mindo as the
Soviet I.A. Kozyrev and the French scientist - philosopher Teilhard de
Chardin. Emoriments comdled out by Julo Eisenbud, M.D. in the

(2) A report From
(Nov 62) stated "From the
talks of the prominent scientists I could gather that research in
the field of telepathy is being conducted from the point of view of

of information and in the problem of guiding the movement of inter-
continental rockets (using) pigeons." This would be an emergency
measure to counter jamming - intentional or umintentional (14)
(3) Presumably the transmission of information mentioned in
paragraph (2) above could also be concerned with the transmission of
Soviet agent communications or the intercept of Western defense

(5) Thought control is another ares in which the Soviets are
trying to utilize telepathy. Many modern psychologists and psychiatrists
believe that the unconciousness of man (in which ESP operates) provides
part of the information which is used by men to make decisions or
fusa opinions. The Soviets would like to influence this unconcious
information fill and thus influence world attitudes as well as those
of their own citizens.

4. Recommandation - In viey of the priority of the Soviet ES?
research efort, the successes claimed or indicated, and the communi-
cableno volume of most of the research, it is ireumbant upon MGA to
determine the preciso current communications security threat posed
by Soviet ESP capabilities as well as their communication Intelligence
implications. All C.S. zescarch which has a bearing on this problem
should also be reviewed. As indicated in para 3.b.(1) Ir. B. Konocel
ESA is involved in a cpecial effort to develop a ceramicaticas
zatou for U.S. astronauts. (16) (Ta 1953 De. Peter Castruccio of

# indication that a Westinghouse statistician, Mr. R. Taitzsch
actually developed a "communications system based on binary targetc
