Viewer was given coordinates
561191/517240 and was briefed on this mission as stated in 1.
above.
For the search to pinpoint his location, viewer was given
a map of Lebanon and then after he requested it a map of Beirut.
3. (S/NF/SK) COMMENTS:
No inclemencies noted.
Due to an
appointment downtown immediately following his session, viewer
was unable to write a session summary.
Session summary was
written by the monitor (095).
Note in particular the viewer's
sketches on pages 5 and 7 of the session.
Viewer pinpointed the
structure as being located in southern Beirut in an area 350
meters East of the Military Moslem Cemetery and 600 meters
Notheast of the Al Madinat Ar Riyadiyah sports center stadium
(see attached photcopy) .

BACKGROUND:
The status of LTC William (Rich) Higgins
is of continuing interest to the intelligence community.
Consistent with our previous findings, updates will be provided
intermittently until such time as LTC Higgins is freed or
confirmed to be dead.
4.
ESSENTIAL ELEMENTS OF INFORMATION:
a.
Determine the current physical and mental condition of
LTC Higgins.
b.
Describe the nature of his surroundings.
c. Utilizing a Stage VI time line with appropriate 24-hour
increments for the period of 24 June 1988 to 30 June 1988
inclusively, determine when LTC Higgins will be released during
the specified period of time.
d. Utilizing a reference map of Lebanon and a second
reference map of Beirut, pinpoint the current location of LTC
Higgins.

SUMMARY OF
INFORMATION
STAT
A guard-type of individual is outside his room and periodically
patrols the area.
See ENCLOSURE 3.
The guard wears grey-green
pants and a khaki shirt; he is armed and wears sandals as opposed
to boots. He is thin, gaunt-looking, unkempt, and has black hair
and scraggly facial hair, like an adolescent attempting to grow a
beard.
The guard route is sketched at ENCLOSURE 4.
The target structure appears to be out-of-place with its
immediate surroundings.
It is a low, flat-topped structure with
a white roof that is mostly under ground, like a bunker or bomb
shelter.
There are tall, blocky, modern looking buildings all
around.
There appears to be earth/grass mounds around the target
structure.
See ENCLOSURE 5. Higgins appeared to be by himself.
He will remain in this location through 30 June 1988.
