No inclemencies noted. Intent was to
obtain recognizable data regarding the surroundings of Higgins
and the personalities about him. Objective was not to conduct a
search to identify a specific, recognizable locale for Higgins.

Higgins appears to be located in a two-story, flat-roofed,
square-looking building.
The first-floor windows have iron bars
in front of them and the bottom of these bars bow out, almost in
a decorative fashion.
There is also a decorative iron gate at
the front door.
The second-story windows have green shutters.
The building and grounds (at least in front) are surrounded by a
wrought-iron fence with brick or stone posts/supporters.
There
to one side, that is associated
may be a garage-like building,
ith this complex.
The overall feeling is one of a residential-
like area.
There is a lot of green around, such as threes,
shrubs, etc.
The building seems to be situated on a hill, as the
landscape in the rear seems to slope down significantly.
There
is a hard-surface road, on an incline, in front of the building.
Somewhere near this location is round, contained body of water.
Perhaps a pool, large well, cistern, or something of that nature.
Higgins seems to have found inner strength.
He seems to be doing
quite well
at
this time?
considering his circumstance.
He makes
a game out of
tormenting his captors every chance he gets, but he
knows he must be careful not
push it too far.
He has suffered
for going too far in the past.
Those who are responsible for watching over him hate him very
much, for they are only topaware of the games that Higgins likes
to play on them.
They would like nothing better tan to beat him
to death, but are under strict orders not to go too far.
They
delight in tormenting Higgins whenever they can find a weak
spot.

Higgins seems to be wearing a tan-colored, short sleeve shirt,
pants and shoes.
