a.
The site is a structure situated beside a
land/water interface ( see sketch, page 9) .
The
land is sandy and dry, and the water is
stagnant/slimy/heavily mineral laden (AOL: like a
large evaporation pool). The entire site gives me
the AI of "industry's ugliest destruction of
nature".
There is some kind of machine in the area
which makes a slow "puff-CHUNK!" sound.
b.
Higgins, himself was located inside the structure,
dressed in a clean uniform, and pacing angrily
about the room.
He is filled with impatient anger
over the incompetence of the people around him. He
is disgusted with the feeling that there is no one
in charge, and that nothing is getting done. He is
waiting for something.

There appear to be 2 or 3 males around Higgins.
They are casually dressed. One has black pants, a
black vest, and white dress shirt w/o tie. These
people appear to be guarding Higgins. They have no
authority to do anything to or for him. They find
his anger and impatience humorous, and are very
satisfied to see him stew. They despise him.
At
the same time that they find satisfaction in his
angry state, they are not messing with him.
They
appear to be in charge of Higgins only because the
situation puts them into that role. Other than
necessary guarding and guiding, they are leaving
him strictly alone because of his angry
disposition.
