been successful in the past and is aware that people are looking
for him due to his shadey deals. He is currently located around a
shore or water where there are some sail boats.

maintains his
contacts by cellular phone and is known to wear red sports shirts
or loose fitting tank tops to suit the weather.
has
traveled and is part of a network of people who are involved in an
array of illegal dealings for money. Tracing this man would be the
best means of catching him in the act.
