003 accessed only the outside top of the structure. Descriptors of
this area were sufficient to prove site contact, and 003 was moved inside the
building.

Due to other scheduling, 003 was not allowed the customary "cool
down" time, and had only approximately 45 minutes for the session. Although
all EEI was addressed, finer details of the site were not pressed. Due to
the map room being occupied, only a rough search was conducted (see rough
map, page 9a. of the transcript).

Site involves a structure with other structures nearby.
Structure of interest is large, flat-roofed, with various
different roof levels, and a rounded, ribbed portion associated
with it.
Somewhere here or nearby is a structure that is open to
the air or missing its roof. The surroundings are relatively
bleak and austere, suggestive of a desert, with rough hills in
the near distance.
White is an important color here, and it is
bright. There are numbers of people here, engaging in activities
that involve cooperation. At least one activity isn't
necessarily progressing smoothly. There seems to be hangups with
it -- having to do with the technical sufficiency of
tools/equipment on hand, but also significant shortage of
necessary materials and equipment.
There are strong negative
feelings here, which might also be described as distraught,
frustrated, or mild despair.
Purposes of the structure involved
organizational, administrative, self-contained activity, with
people collected together and interacting.
"Like" some sort of

agency. The people are gathered here together for a synergistic
result. There is an "I" concept of the group or organization
interacting and cooperating and working together toward a
specific ongoing purpose -- "like" a planning or directive group.
Technical things do go on here, but are not the priority, and are
rather in support for the organizational mission. This operation
could exist independent of the specific structure -- could for
example work just as well in some other structure somewhere else.
Key activities involve controlling and directing.
It is "like" a
major headquarters.
It does the controlling and directing; other
subordinate elements do the leg work. There is primarily a
civilian-desk-job sense to this, "like" EPA/FHA/OSHA/etc.
There
are large areas of people at desks, fluorescent lighting, low
conversation, and a generally quiet atmosphere.
Impression that
business goes on here pretty much as usual -- seldom any major
upheavals or dramatic changes of events: busy, busy, busy.
There is an impression that this is non-US, and in fact located
in the Eastern Hemisphere.
Slight impression of southwest
central Soviet Union.
