SUMMARY OF INFORMATION
USMC LTC William (Rich) Higgins continues to be secluded
from the other hostages.
He is currently located at "Al
Labibiyah."
See ENCLOSURE 1.
In order to enhance his
credibility with the United Nations, the US, and the Western
World, Arafat is involved in sensitive, pronounced negotiations
that could facilitate the release of LTC Higgins at a moment when
such a release is least anticipated.
Damascus, the Syrian
government also plays an active role in this endeavor.
Thomas Sutherland is alone and is currently located at a
resevoir near "Anan." See ENCLOSURE 2.
Terry Anderson and Jesse Turner are currently located at "Ru
aysat al Ballut. "
See ENCLOSURE 3.
Terry Waite is currently located in the mountains near
"Jabal
al
Kanisah." See ENCLOSURE 4A.
His ultimate destination
will be "Qa ar Rim. "
See ENCLOSURE 4B.
The Israeli hostages are currently located in southeast
Beirut at an unnamed point identified by an "X" at ENCLOSURE 5.
