currently located at Bsaba.

A German by the
name of "Werner/Weiner" is helping to negotiate the release of
Higgins that ultimately involves a "trade-off" that is agreeable
to the Shites.
Thomas Sutherland is alone and is currently located in
the vicinity of Barti.

Terry Waite is in the mountains, south of Tarshish.

He is en route to Qa Ar Rim.
