SUMMARY OF INFORMATION
The release of USMC LTC William (Rich) Higgins is imminent
and appears dependent upon the combined efforts of King Hussein
of Jordan and Hassad of Syrian.
Following this effort, the
issuance and release of a mutually acceptable news communique
will
mark the release of Higgins.
For the time being, he remains
under Syrian control while located in an office previously
identified in a report dated 6 September 1988.
The location of
LTC Higgins is identified at ENCLOSURE 1.
Terry Waite, Terry Anderson and Jesse Turner were moved to Al
Marj.
SEE ENCLOSURE 2.
They are being held in a temporary
detention area in a dismal, dingy structure located in what is
considered "the pits" The structure comprised of five holes
(cells) previously served as a temporary detention center.
Dirt
revetments are piled against the walls of the structure.
Thomas Sutherland was transferred from his previous location,
the Beirut
International
Airport (BIA) , to a location 14
kilometers southwest of the BIA to an area
identified as Ba'l an
Na'imah.
SEE ENCLOSURE 3.
Sutherland is being kept in some
sort
of tunnel (s) ; he cannot
see daylight from this new setting.
His
release will follow that of Frank Reed and Edward Tracy on ar
about 30 September 1988.
A distance of about 1
kilometer
physically separate Reed and Tracy in an area known as Kafr
Shima.

associated with "17th Street. "
The meaning of 17th Street could
not be further described or defined.
The intent to "dump"
Cicippio and Steen (in less than three weeks) in the immediate
area of Marun ar Ras remains valid.
The Israeli hostages are currently located at "Hotel
Dieu"
(SEE 1, ENCLOSURE 7) where they are being held "behind the walls"
of a room in tubular duct formations of brown metal.
