SUMMARY OF INFORMATION
,
USMC LTC William
(Rich) Higgins was recently located in a
safe and secure countryside setting in the area known as
"Kayfun"
(ENCLOSURE 1) .
In Kayfun, LTC Higgins received assistance and
logistical support in conjunction with his imminent release from
captivity.
LTC Higgins "has received orders" that are related to
his release.
LTC Higgins is currently located at a building
described as a "Syrian headquarters" (ENCLOSURE 2).
Terry Waite and Terry Anderson remain located in the Beqaa
Valley.
See ENCLOSURE 3.
They have been aware of one another's
presence.
Thomas Sutherland has often been with them but
continues to be moved repeatedly from one place to the next.
Edward Tracy and Frank Reed, along with several
other (non-
US) hostages, are currently located in an
area known
as "Batir
ash Shuf" (ENCLOSURE 4) .
They are being well-treated and are
quietly awaiting release from captivity.
The release of Tracy
and Reed will follow the release of LTC Higgins from captivity.
Jesse Turner is in Beirut and under Shiite control.
He is
located in a house situated in the vicinity of a Military Moslem
Cemetery.

A check of the "Free Zone" areas will disclose information
pertinent to the status and release of
Joseph Cicippio and Alann
Steen.

Robert Polhill remains located in Beirut at a location
indicated at ENCLOSURE 6.
The Israeli hostages were moved and are currently located to
some sort of motel /hotel /pension
(ENCLOSURE 7) whose name was
phonetically determined to read, "ASBEMEIFR".
The Beirut International Airport is and will continue to be
an exploitable asset in hiding and moving the hostages.
Some
Syrian military personnel who should be reliable, have character
weaknesses that are financially exploitable by the captors.
