1. Geisler reported following:
a. DesRM presented UFR ranking list to CofS this
morning. Rm also mentioned to Coff that we
had a last minute shortfall in G. F . of 2004
due to congressional cut. And, that per
ADCSOPS-HUMINT (CPT Rittenburg & LTC Sheaffer).
the
CG had briefed VCSA dfa 23 Dec 81 to the effect
that INScom would continue G.F. operations,
funding it "out-of-hide."

b. CofS guidance to DES KM was to fund G.F.
with the "2004 needed . Therefore , it has been
placed on the top of the " funded UFR' " list .
C. However, ODCSAM (Ore Rehling) will not releas
the funds until they get a detailed breakout
from us, showing what money is needed for and
how we ( Det G) plans to use it.
2. I informed Geisler that we would comply, but
could not get details immediately because Det G CD
was on emergency Iv.
