SUBJECT:
Request for a Short Term Extension of the
Stanford Research Insitutute - Perceptual
Augmentation Technique Contract
1. It is recommended that the above contract be
considered for an extension. This recommendation is made
in order to gain time and gather additional specific data.
The additional time and data will be used to make a more
orderly anddetailed analysis of the operational potential
of paranormal techniques. A longer term recommendation
will be made near the end of the extended effort.
2. Background. After briefing various elements of:
the Agency concerning the results of the SRI investigation
considerable positive response was quickly received!
Each
of those groups expressing interest was asked to describe
their interest. The interest expressed is mostly in the
form of specific operational experiments. A example of the
operational tests desired by Soviet Europe Division is noted
in ref. 3 and explained in detail in ref. 12.

5. . An extension of SRI is also recommended bcause of
the experience, equipment and general support which can be
provided by SRI. It is true that we could do most of the
suggested operational testing with our single cleared subject.
I would estimate, however, that to complete only those tests
already suggested would take several years since our cleared
subject is available only on a part time basis. New subjects
can be cleared and staff subjects can be characterized and
developed but this will require a sizeable and dedicated OTS
effort. Finally some of the suggested experiments simply

cannot be done without specialized equipment not avilable

SRI has demonstrated the ability to sense a
flashing light før removed from a subject by measuring
changes in the subjects brain wave pattern. SE Division
has tasked us with determining if this experiment can be

repeated with a burst rf transmitter substituted for the
flashing light. Since the flashing light and burst
transmitter are both electromagnetic radiation, the experiment
appears worthy of attention.
