A Republican U.S. Senator from Maine. SAIC's Edwin May wrote in 1995 that Cohen first learned of the program from Jack Vorona, was briefed at SRI International in 1991, and played a pivotal role in securing its funding and assigning it to DIA. A 1993 DIA record names him among the senators whose interest produced the program's congressional funding, and May drafted a white paper on the project at his request.
