An Army officer on the General Staff who was Assistant to the Director of the Army Staff; the December 1980 memorandum gives him as a major (MAJ, GS), and its approval block of 14 January 1981 as a lieutenant colonel (LTC, GS). His name is on the routing line, through the Vice Chief of Staff of the Army, of the GRILL FLAME decision memorandum of 24 December 1980 that the Army's intelligence chief sent to the Under Secretary of the Army, which the Under Secretary approved on 14 January 1981. He noted a second GRILL FLAME decision memorandum, to the Secretary of the Army, for the Office of the Vice Chief of Staff on 14 May 1981.
