An Army sergeant first class who signed the proposed INSCOM Grill Flame remote map sensing protocol as the 'Grill Flame Training NCO'. He signed a June 1981 memorandum on the location of a missing UH-1H helicopter as 'Project Analyst', and in April 1980 arrangements were made for him to contact a requester about the remote viewing sessions on the Iran hostage situation. In 1995 a reprinted newspaper article called him 'a former Fort Meade remote-viewer', and a memo from SAIC's Ed May said a British television program on the subject 'features Mel Riley'. The viewer key gives him as Viewer 011, December 1978 to 1981 and June 1986 to June 1990.
