1. Reference your GRILL FLAME Information Paper, dated 26 September 1980,
subject:
Contract Proposal Review.
2. The purpose of this correspondence is to offer my thanks for your
professional counterintelligence support to Project. GRILL FLAME. The most
event display of your outstanding professional competence was your swift
response to our request for an evaluation of an unsolicited contract
proposal. This proposal dealt with an arca closely associated with Project
GRILL FLANE. It was obvious to me that you worked extra hours beyond your
normal duty day in order to meet the short suspense date given you. Your
paper was provided to Major General Thompson which resulted in a decision
not to spend thousands of dollars to fund a project which you pointed out
could be accomplished more economically using our own assets.
Please accept the appreciation of MG Thompson and myself for a job well
done.
