00B: (201045 JUL 90) The target vessel is presently (at time of detection) moving in a
NW direction to a designated point in open water, where it will in some way (NFI) interact
with drugs (suspected pick-up of drugs). There are presently no drugs on board. From
this pick-up point, present plans are for it to proceed SW in an arc which will take it back
to the mainland at a place SW of its present position. As it arcs around, it will engage
in fishing activities. There is an indication that this ship has diving capabilities which are
sometimes used for retrieving submerged or dropped drugs from the sea floor.
OOF: (201045 JUL 90) The target vessel is currently involved with legitimate fishing
operations and is traveling in a northerly to northeasterly direction. The target is not
presently not carrying contraband but has done so in the past. There was an illegal
operation which was to occur but it did not gell due to a concern over the success of the
operation. The captain/crew/owner are thinking about the legitimacy of this particular
voyage and are feeling good about the overly successful [fishing] catch and that they can
make some money without smuggling illegal material. The target has been associated
in the past with a large sailing vessel with the term/name CAPE
somewhere on it.
No transfer will occur. Additional information: names/terms/words associated with this
target: Alonzo, Fredrico, Chaco, Paco, Arturo, Sympatico, Escuche'.

This vessel is currently moving towards a dock. There are drugs on board,
(possibly hashish). It is planning to transfer the drugs onto another vessel (with a green
hull) on 25 July 90 at 13 15'N 58 50'W, east of Barbados. The drugs are located in a
rectangular silver, metal container.
