waterways.
The important aspect of this area is the waterways.
This area is an insurgency like atmosphere.
There is a surge of activity around the waterways and drugs
may be put on boats here.
What appears to be a radical situation now will transform
into a peaceful situation.
There will be a smoothing out period.
The U. S. should be in a position to monitor the situation
through radar and transatlantic communications.
