011 was instructed to write the cue
HIGGINS/PRESENT LOCATION at the beginning of the session, then
provided with the "coordinate" 8809.
After acquiring and describing
the target, the viewer was then allowed to work with a map in an
attempt to pin down the target's location.

SUBJECT: LTC HIGGINS
As of 1533 hours (EST), on 18 February 1988, LTC Higgins
EAST
was located in a city or village somewhere west of Tyre , in the direction
of Ma takah or Markaba. He is in a very old part of this city / village.
The buildings are very , very old and have very few windows. There
seems to be some sort of awning attached to a key building . This
building appears to be located within, or adjacent to a bazaar.
Visible in the background , are the walls of a large , castle- like
fortress. ( see sketch and description , pages 4 and 5, this session )

BACKGROUND:
US Marine LTC William Richard (Rich) Higgins
while returning to the UN peace keeping force at Naqurah (UNIFIL)
located 15 miles south of Tyre, Lebanon. He was abducted by
three assailants near Ras Ain located four miles south of Tyre.
The coastal track where he was abducted is contested by the
Iranian backed "Hezbollah" and the Amal, a Lebanese military
force who welcome the UN force in the area.
The Amal
is also
conducting a search for Higgins.
