Viewer 003
places the location of Higgins north and five miles west off the
coast of TYRE.
Viewer 003 believed his efforts were a complete
failure. (As did the other viewers who ended up with a location
on the water.)
A Second attempt to dowse a map of Beirut
produced no results; 003's discouragement was more pronounced at
his apparent, second, failure.
Viewer 099 acted as monitor.

Session consisted of sketch of site described in previous
solo
session
(17my88.sol), consisting of person sitting in upper
room of structure in crowded urban area.
No indication present
whether this individual was or was not the subject of the search
(Higgins). Search was then conducted using acetate overlay keyed
to LB map by monitor, which produced a possible location somewhat
north and west of Tyre (later assessed to be 3507E 3321AT.
Second search of overlay keyed to Beirut map produced ng
response.

MISSION:
Determine the present location of LTC Higgins.

VIEWER TASKING:
003 began the session with an overhead,
cutaway sketch of the building in which Higgins is being held.
Next,
per prior request by 003, a clear acetate overlay, keyed to a Lebanon
map sheet by reference marks, (placed on the overlay by the monitor in
the absence of the viewer), was provided 003. The orientation of the
overlay with respect to the cardinal directions was unknown to 003
(also by request). 003 proceeded to dowse this clear overlay with a
long ruler. An intersection of two lines, drawn on the map by the
viewer using the ruler and a marker, indicated the approximate
location of the target. At this time, the monitor did not plot the
position on the Lebanon map sheet, but provided 003 with another
overlay (similarly referenced) keyed to a Beirut city map sheet.
Again, the orientation of the overlay was unknown to the viewer.
After carefully searching the overlay three times, 003 announced that
there was no indication that the target was in this area. 003 then
requested that the monitor plot the position of the first dowsing
exercise (i.e., the Lebanon map sheet ) .
This was done and the results
shown to the viewer.

COMMENTS: 003 places the target's location off the
coast of Tyre, Lebanon (see enclosure), center of mass [35 degrees 07
minutes East/33 degrees 21 minutes North].
