BACKGROUND: USMC LTC William Richard (Rich) Higgins, while returning to the UNIFIL headquarters at Naqurah located 15 miles south of Tyre, was abducted by three assailants near Al Rasyan (aka: Ras Ain) . Ras Ain is located about four miles south of Tyre. The coastal track where he was abducted is contested by the Iranian-backed "Hezbollah" and the Lebanese Amal forces in the area.
