1988, and prior to June 1988.

SUMMARY
The name of "Charles Higgins" surfaced as the first item at the
beginning of the session.
"Charles Higgins"
appeared to play an
stay
important role in helping USMC LTC Higgins

alive.
Efforts to
determine the relationship of "Charles Higgins" to LTC Higgins
Were unsuccessful.
LTC Higgins is very much alive and being
moved about in the northeast section of Beirut in a navy-blue

Higgins is not knowledgeable of the others (hostages)
Cordes is
aware of many facts that will provide valuable insight

assist in the release of Terry Waite, Terri Anderson, in August
1988,/ as
previously reported) :
Arafat is an articulate representative of the so-called
conservative faction of these people (PLO and terrorists?) .
Based on his knowledge, experience and past political
activities,
he will gain widespread popularity and become a significant,
political
force (representative)
in the not too distant future.

SUMMARY
8 15 April 88
USMC LTC Higgins will be released from captivity on or about the
20/22 April 1988.
The negotiator
(previously mentioned in the
Washington Post)
by the name of Rukers (from Kuwait?) will be
largely responsible for the pursuit of
negotiations that will
lead to the release
of
LTC Higgins.
"Papers" are/were submitted
(factures)
to obtain "agreements" that will facilitate this release.
The highjacking of the 747 Kuwaiti Airline jet transport will not
unfavorably affect the release of
LTC Higgins.
That episode,
the
highjacking of the 747, will end within about six days.
The
aircraft will not
leave Algiers, Algeria, for any other location.
It will remain at its current location where the highjacking
issue will be resolved.
There will be no further loss of life.
Khomeini
did not like the idea
of having the highjakced Kuwaiti
Airline on
Iranian soil.
It did not
fit
into his game plan; he
neither wanted nor desired that kind of publicity at this time.
Khomeini is in sort of "hiding", he is removed from public
