Rudolf Cordes, the German national being held hostage along with Frank Herbert Reed will Iso be released very soon thereafter. Higgins is currently being held in a building shaped like a Quonset7hangar with semi-circular roof , and located at the Beirut International Airport. The Shiite captors are primed and ready to release Higgins under the plausibility of negotiations; the captors are tired, confused (by apparent contradictory guidance) and ready to go on with their own lives. Negotiations undertaken under the aegis of humanitarian considerations will result in the rapid release of Robert Polhill, Joseph Cicippio, and Alann Steen. Anticipate an early release for Polhill who remains seriously ill. The captors do not want his death to occur in captivity. Thomas Sutherland will be released before Terry Waite (scheduled for release in August) . West German negotiators intervene to help obtain the release of Sutherland. Terry Anderson will be the last to be released; his release will follow the release of Waite in August. Edward Tracy will also be released in August (dates of 4-14 and 5-15 were too confusing for meaningful analysis) . Jesse Turner is currently located with Sutherland. A male and female (agents?) have been sent to somehow reach the Israeli hostages; the Israeli hostages will be difficult to reach; the male and female agents will not reach their designated Approved For Release 2000/08/08 : CIA-RDP96-00789R003400680001-0

Late July late August appear to be two time frames that favor a successful incursion to release the Israeli hostages. (Odd as it may seem) , there are indications that "monetary constraints" appear to delay the release of the Israeli hostages. The drought (in Lebanon?) continues to play a role in the negotiations for staples (previously reported) . The principal White House appointed negotiator will be Lewis Monayhan (phonetic); others will be selected from the Senate Select Committee on Intelligence, specifically Huynua (Alaska) /Parsons. There will be meaningful intervention by Fanjanni of Iran; and a UN appeal will be met. The key players will be the UN and the White House appointee.
