On 8 June 1988, USMC LTC Higgins was located at
Qasim
Effective 14 June 1988, LTC Higgins will be located in
the immediate vicinity of "As Sarafand". On 19 June 1988, LTC
Higgins will be located at "Al Addusiyah". On 25 June 1988, LTC
Higgins pass through an area bounded by "Kafr Palus", "Mharblyan
al Atiqah", and "Dulb Jensanayr". LTC Higgins and his captors
will be located in a location identified as an area situated
between "Reservoir 1006" and a second (unnamed) reservoir located
about one mile northwest of Reservoir 1006.
Reservoir 1006 is
located in the immediate vicinity of "Anan".
If
Higgins does not
escape or is not released as a result of efforts by the Israeli
Defense forces by 25 June 1988, he will then proceed to the
following areas:

Bsaba & Sidi Saba, Al Aqabah, and Al
Mughariyul". A copy of an indicated route of travel is at
ENCLOSURE 1. Higgins is being transported from one location to
another in an old two-wheeled farm cart sitting in an old flatbed
truck.
The captors wearing beards, pass themselves off as
farmers.
The captors remain very weary of this (hostage)
endeavor as they are beset by confusions (in a chain or lack of
chain of command) the extreme heat associated with a dry period
of drought.
One captor whose name translates into the English
name of "Jonathan" wishes to facilitate Higgins' escape to
freedom by simply affording Higgins the opportunity and then
"looking the other way. " Despite living in the brush and being

pestered by mosquitoes, LTC Higgins is in good condition;
his
mental outlook has improved significantly. The thought of a
"Charles Higgins" described as a former military officer, US Army
CPT, who is knowledgeable of conditions under captivity, is a
positive morale factor for LTC Higgins.
(The name Charles
Higgins was previously reported) .
The Israeli Defense Forces
should "dial to the left from 13 to 15 on a megahertz band". If
Higgins does not escape by 25 June 1988, the Israeli forces
should follow the route outlined above, "towards the coast" in an
effort to release Higgins.
The West German national, Cordez, will be released from
captivity at about the same time that Higgins obtains his
freedom.
Cordez will be released from captivity with Frank
Herbert Reed described as the "quiet one" and the one best liked
and intriguing to the captors. Every effort should be made by
the negotiators to obtain the release of Robert Polhill who is
hanging on by a thread.
Cicippio and Steen remain inaccessible;
