PROFICIENCY PROJECTS:
"A" SERIES
I (U) PURPOSE:
(S/NF/SG/LIMDIS) The primary purpose of this
proficiency "A" series was to provide project personnel with a
variety of general interest targets for their own proficiency
enhancement or development. A secondary purpose was to examine.
the data for trends useful in future proficiency or operational
activity.
II (U)
BACKGROUND:
(U) Basic approaches for in-house proficiency activity was
defined in DT-S-1031-SL, Procedures for Special Proficiency
Targets, 5 April 1991, and in DT-S-1039-SL, Proficiency
Enhancement Projects, 21 June 1991. Evaluation procedures for
these types of projects were presented in DT-S-1046-SL,
Proficiency Program Reporting and Evaluation, 3 Jun 1992.
(S/NF/SG/LIMDIS) The proficiency series presented in this
report is part of the on-going proficiency activity conducted by
DTI-S personnel. This particular series was defined in advance
to consist of only 10 targets that were randomly drawn from a
pictorial target pool consisting mostly of general interest areas
or sites. Content of the pictures in this pool includes natural
geographic areas, geographic areas with structures, or unique
objects.
III (U)
DISCUSSION:
1. (U) Basic Procedures:
(S/NF/SG/LIMDIS) This proficiency series employed
standard remote viewing approaches used by DTI-S personnel. To
examine possible effects in targeting conditions, two targeting
protocols were manipulated: (1) the targets would either be
known to a beacon person; or (2) the specific targets would not
be known to anyone (i.e., double blind, no beacon person
condition) . It was defined in advance to select an equal number
of beacon person and no beacon person targets. This condition
was not randomized so that the schedule of available beacon
persons could be accommodated.
(U)
Basic protocols, records, and other aspects of
this proficiency series were performed according to previously
established procedures that are reported in documents cited in
the background section.
(S/NF) Due to the small number of targets in this
series, definitive conclusions could not be drawn from the
results.
However, it was anticipated that data trends might be

Approved For Release 2000/08/08 : GJA-RDP96-00789R002900440001-2
observed that could be useful for certain aspects of future
proficiency and possibly operational projects.
2. (U) Target Pool :
(S/NF) The ten targets used in this series were
selected from an extensive target pool based on pictorial
material extracted from National Geographic magazines. This
material could be anything published within the past 20 years,
and could include natural and/or man-made scenes or objects.
This particular pool is relatively homogeneous in that a wide
variety of topics are included, and some of these are similar in
content. The criteria for selecting pictures for this target
pool included diversity and uniqueness of content, as well as
definitive and clear features to avoid ambiguousness in target
comparisons. Targets in this pool were previously sealed in
opaque envelopes and secured in a special office file. Once
selected, the target was not replaced back into the target pool.
This procedure was used to avoid problems observed in the past
when identical targets are used with little time separation
between projects. This eliminates influence of memory of
previous targets, especially when trial-by-trial feedback is
used.
3. (U) Session Procedures:
(S/NF) Targets for each session were selected randomly
from the target pool placed in a dedicated, secure safe drawer.
When no beacon person was involved, the targets would remain
unopened until after all the viewer's data was recorded and given
to the project officer. When a beacon person was involved, the
beacon person would open the envelope, observe the target, and
place it in the secure file drawer. No other person would be
permitted access to this target and the beacon person would not
in any way discuss the target until after all data were recorded
and given to the project officer.
(S/NF/SG/LIMDIS) A typical tasking sheet for the
viewers is shown on figure 1. Other data records are on the
viewers response forms as shown in the appendix material.
(S/NF/SG/LIMDIS) Upon completion of all records for
each target, the viewer (sources) were only then provided access
to the target for trial-by-trial feedback and preliminary
evaluation.
(S/NF/SG/LIMDIS) All three of the current viewers on
the DTI-S staff were involved in this series. Each viewer was
unable to work all 10 projects due to leave or TDY. An
individual not involved in viewing activity and who had no prior
viewing experience was used as a "control person". The control
persons data is included in this report and evaluated according
to the same procedures established for evaluating the viewers
data.

4. (U) Evaluation:
(S/NF/SG/LIMDIS) All targets were independently
evaluated by comparing the viewers data to the target picture
according to two data categories (concept/generic;
specifics/analytic). Four or five statements had been prepared
in advance for these two data categories were also included in
the sealed target envelopes. They were prepared to help provide
a consistency in judging and to clarify the content of the two
target categories. These statements are also included in the
appendix for each target. A "value factor" is also identified to
indicate those target elements considered to be more important
than others as an additional assist in data evaluation.
(U) Occasionally, a viewer's response consists
primarily of specific or "naming" data. In this case, the
generic data category would be given a provisional rating based
on the content of the specifics provided.
(S/NF/SG/LIMDIS) It has been suspected that the
viewer's initial data is of a "pattern-making" or concept
identification nature. Later data tends to be more specific,
eventually leading to higher precision in identifying or "naming"
the target. Thus, evaluating the data according to these data
categories would be consistent with the viewers natural process.
Examining the data from this perspective could also add insight
on individual strengths or preferences.
(S/NF) Response assessments were based on a basic
evaluation scale as shown on figure 2. Experience has shown
these scales to be generally reliable and adequate for evaluation
of data in projects of this type. Detailed evaluation methods
are also available that can be used to refine evaluation of this
series or to apply to future projects.
(S/NF/SG/LIMDIS) All results were initially assessed
by the project officer and the branch chief for correlation to
the two basic data categories. An individual external to the
DTI-S unit and judged to be neutral to this area was also used as
a third evaluator. An "average" of all three evaluations was
then computed and recorded on the evaluation records form.
IV (U) SUMMARY OF RESULTS:
(U) Overall results from this series of 10 targets
(A through J) are shown on table 1 for the three viewers (1, 2,
3) and the control person (C) for the two data categories (a, b) .
For quick reference, the appendix is keyed to the same target
identifier. The general nature of the target is shown on the
table to facilitate target-type comparisons.

(S/NF/SG/LIMDIS) Since the evaluation scale is based on a
0-5 (and corresponding 0-100) rating scheme, ratings of 2+ to 3-
(40-60) or higher would support the possibility that the viewer
was in fact accessing at least some of the target material. For
the conceptual/generic data category (a), one person scored a 2+
or more on 3 of 5 targets, another scored 2+ or more on 5 of the
6 targets, and the third scored 2+ or more on 5 of 9 targets.
The control person who made "random guesses" scored considerably
lower, on the average, than the viewers did. The control
person's highest score was a 30 for one of the targets. Results
were not as good, overall, for the analytic data category (b) ;
however, the viewers data were consistently better for most of
the targets than the control person for this data category.
( S/NF / SG/LIMDIS)
Table 2 and figure 3 show overall averages
for the viewers and the control person.
(S/NF/SG/LIMDIS) Not all viewers were able to work all 10
projects, and as a result, no clear interpretations can be made
regarding the two major target conditions ( beacon, no beacon) .
It does appear, however, that this targeting condition made
little difference in the results.
(S/NF/SG/LIMDIS) The best scoring was achieved for targets
that were clear and distinct, with well defined boundaries.
Simpler targets yielded better results then complex ones.
Viewers did quite well on one in particular (C-suspension
bridge) . Dynamic natural targets (falls, volcano) also yielded
good results. The control person results for these "good"
targets were generally low.
( S/NF /SG/LIMDIS)
In summary, general observations from this
series are:
-
Reliability of conceptual/generic data is
consistently better than specific analytic data.
- Overall, the viewers did considerably better than
the control person for the concept/generic data
category.
- The viewers also did better (though not as
pronounced on the average) than the control person for
the specific/analytic data category.
- Best results were obtained for clear and distinct
targets, and those with strong dynamic content.
- Overall, a differential between beacon person and
no-beacon person conditions could not be identified in
this series.
- Use of a control person provides an important
reference point for making comparisons between pure

FUTURE PROFICIENCY ACTIVITIES:
(S/NF/SG/LIMDIS) Results of this proficiency series
indicate that proficiency projects intended primarily for skills
development can also serve an additional important role. With
proper design and execution, they can provide insight into issues
that are important in potential applications. The possible
influence of a known beacon person on data accuracy, or the
effects of target characteristics on data quality, for example,
would be \important issues to resolve.
(S/NF/SG/LIMDIS) Consequently, future proficiency
projects for DTI-S personnel will be designed to identify factors
that influence an individual's performance. In addition, an
accumulation of the variety of proficiency projects over time
will provide a track record useful for person-to-project matching
and in quantifying an individual's expected success rate. Such
data will assist in how future operational, projects are
conducted and in predicting what aspects of a viewers data are
more reliable than others.
( S/NF / SG/LIMDIS)
As a result of experience gained in
this proficiency series, some procedural aspects were identified
that can be improved. More care will be taken in selection of
the key elements in the two data categories (concept/generic;
specifics/analytic). In addition, the viewers may need to
perform additional sessions for each target in order to identify
as many key target elements as possible. This additional data
could lead to improved over-all ratings. An alternative to this
approach is to limit the possible data elements to only the most
significant items, as would be the case for most operational
needs. These possibilities, and others, will be explored in
future proficiency efforts.
( S/NF /SG/LIMDIS)
Overall benefits were gained from
this proficiency "A" series.
The viewers were challenged with a
wide variety of targets (some quite difficult). Possible
influence of select parameters/conditions on remote viewing
results were also explored. An accumulation of data from similar
projects over time will greatly assist in improving phenomena
understanding and in determining application parameters.

SESSION SUMMARY
The target is near a rounded, grayish, light blue/white tank.
It
is metallic, associated with water, and surrounded in nature. The
target is located in a park like land area consisting of greenery
and birds.
This tall rounded structure contains liquid and is
solitary with nothing around it. The metal body is similar to the
swelling belly of a plane and stands like a mound in the earth.
The target is larger than people, is for people, and helps people.
This target is a form of reserve or reservoir and is conceptually
similar to a water tank. The idea of the preservation of birds in
their natural environment keeps coming to mind.

land around the structure and the structure seemed isolated. There
was a circular object or the feeling of a circle around the tall
pointed structure. There was some type of "grinding" motion at the
site. Inside the structure, one could walk around and look up and
see "pictures"/"moving pictures." Sometimes it can be dark inside
the structure.
There was a sense of "animals" outside the
structure.

There is a structure at the site which is cubed, angled, and
possibly suspended. It can take a crowd into action and can induce
fear in some people.
In other words, its function can be alarming.
It
is
sensitive
to certain given conducive
conditions for
operation,
including that of weather.
The target employs
electronics and the basic principles associated with a place which
utilizes computers/dials.
Communications are emphasized at the
site. Some technocological items can be considered on a physics or
an atomic/molecular level.
Many people can fit inside a large
structure of solid construction at the target site. Some shipments
are made in the area and there are many roadways/paths and modes of
travel.

SESSION SUMMARY :
Site had several square structures. One structure was red and
one was white. There were men at the site. It looked as though
the men were jumping out of a object into the air. The men looked
serious. The men were dressed the same.
It seemed they had to
wear special clothing for what they were doing.
The site also had two similiar objects or two people that were
dressed alike and the objects or the people were being "shot" up
into the air. It looked as though these two people were dressed in
blue and they were jumping into the air. This part of the site was
entertaining.

SESSION SUMMARY
The target is an open air structure wherein a person is actively
physically doing something relative to this structure. Work is
being done for entertainment or show and for demonstration. There
are onlookers, and the activities for people performed, are within
the public purview.
The performance is for the purpose of
successfully acting out something before your eyes almost as proof
of its existence or that it can be done. It can be instructional
in nature.
This targeted structure is by water.
It has a limited capacity
for people. Some people are highly trained/educated or skilled at
what they are doing.
This is relative to the group who work
together. Their outward appearance, clothes, reflect what it is
they do. This structure is at least bi-level in its construction,
with an upper and a lower level, and a fence or railing separating
the higher level deck / raised platform from the area below.
This
structure is not completely covered and is exposed to the elements.
What takes place here can be considered a command performance. The
work performance area is elevated for onlookers to view. A refined
physically skilled creative activity, is employed for the sake of
acting out a demonstration which people consider interesting and
enjoy seeing. There is a competitive component among men at this
site.

E. SESSION SUMMARY
Brightly lit colors, and vertical stripes comprise the sides of a
structure. The vertical lines are of different colors including
red, blue, white etc ... The many lines form a pattern on the
inside. This structure has an interior design and bright lights
are important at this location.
The surrounding territory at the site is an interface which
separates a higher ground landing from the rest of the site. This
may be a land/water interface. Predominantly, a beautiful real
green earth landscape and territory is an overview at the site.
There are a few small white domestic dwellings in the vicinity.
The target is a high structure and thing. It is higher than the
land and is relative to the sky. Its relation to the sky provides
for a panoramic view. Movement does not take place on the ground
and an air locomotive which is long and sharp is of metallic
design. The target structure is positioned in an upward direction
toward the sky and has to do with activities in the area. This
thing symbolically has to do with freedom of movement and the
target surroundings are a landscape and a Landing.

Site consisted of a structure that was low to the ground and
one could enter it through a rounded opening. It was dark inside
the structure however, there were "lights" or some type of
"lighting" that would come and go. The lighting would come from
the gound and shoot upward and then spread out.
The lights
reminded me of enery and it was purple in color.
People were

Shadows
were inside the structure.

SESSION SUMMARY :
There are a number of sketchy, incomplete structural features
associated with height and natural rock and land components (see
diagrams pages i and ii). This target was really perceived as a
number of attributes rather than actual visuals. These attributes
included: rubbery, dark, smooth, pulsating, ribbed, criss-crosses,
jumbled up, haphazard arrangement, ripped, torn and ragged.
Additional attribute included:
incomplete;
metal and
concrete; seemingly suspended roadways or structures; broken and
confused;
sense of height; precipitous; result
of
a natural
activity; abyssal; dramatic and a sense of awe.
There was a concept of uplifting and subsequent collapse like
movements which felt naturally produced.
There was a churning
movement of water and a jumbled mess of structures, wood, roads or
pathways and at least one person. There was a prominent side-ways
lying barrel with an orange-yellow glow associated with it. The
scene tastes like water
The scene is reminiscent of topsy-turvy movement of both
natural and manmade features which are now in a jumbled array.
Objects feel broken or incomplete and some'of which have broken
sections/portions suspended over a great height. There is a sense
of powerlessness associated with the target.

"I felt a little tremor," David Livingstone
admitted in 1855, as his canoe surged toward
the thunder of the mile-wide falls he named
for Britain's Queen Victoria. A plane
(above) now carries tourists above the
torrent of the Zambezi River, where the
explorer saw "a dense white cloud with two
rainbows." Pale moonlight recaptures one
such rainbow in a haunting time exposure
(right) that also records a star track.

SESSION SUMMARY
The key geographical features of the target photo include green
and brown ground at different levels. There are trees,
mounds of land growth, and high and low points.
A fencing or
barrier can be found in the area. This location is well above sea
level and it emphasizes the high and low points on land pictured.
The target land site is not highly populated, and could be
considered fairly clear of people residing. It can become quite
hot generally, or cool at certain times (at night) depending on the
level of land featured. This area is weather dependent concerning
precipitation.

SESSION SUMMARY :
The target contains a characteristic loftiness and sense of
great vertical height. There is a very thick and "solid" green
associated with both of these concepts.
There are tall, flat
edges, some of which either drop out of sight below or are obscured
by mist/clouds/smoke.
There is a shining lattice-like feature on one side of the
target.
It contains criss-crossing lines and a long curved
portion.
This latter section feels incomplete.
There is a third prominent feature which occurs in the
background of the target.
It is long and wispy as well as
containing a "delicate" feel to it. The view is spectacular and is
one not seen by many individuals. There is a feeling that special
arrangements and/or transport to the target are required.

SESSION SUMMARY
The colors brown, green, blue, yellow/gold are associated with
the site.
I felt that I was outside in a natural environment.
Water was associated with the site.
Site consists of small structures that look alike.
Site
consisted of a larger strucuture that had a roundness associated
with it. The larger structure had an entrance to the side that was
low to the ground.
Site reminded me of a work place or of people looking at
something and taking it seriously.
Site also had small circular objects.

W
hen 15,000 anxious Americans
were evacuated from Clark Air
Base in the Philippines last
week, they didn't know what to think.
Were they in real danger or the victims of a
false alarm? Within 48 hours, they got their
answer. Nearby Mount Pinatubo, after
sleeping quietly for more than 600 years,
suddenly erupted in a series of explosions
that shot plumes of steam and ash as much
as 30 km (20 miles) into the sky. Debris
rained down on surrounding villages, and a
giant mushroom cloud was visible 100 km
(60 miles) away in Manila.
The confirmed death toll was only six in
the first few days, thanks to advance warn-
ings and speedy evacuations. But great dan-
gers remained. Fearing bigger explosions,
officials ordered tens of thousands evacuat-
ed. An approaching typhoon, moreover,
threatened to send destructive mudslides
down the mountain. Whatever happens,
the swift action by the government reflected
the improving ability of scientists to moni-
tor volcanic activity and identify the telltale
events that presage eruptions.
Mount Pinatubo's blasts came just one
week after Japan's Mount Unzen blew its
top, with more deadly results. The red-hot
avalanches hurtling down the mountain's
slopes killed at least 35 people. But the toll
could have been much higher if scientists
had not sounded the alarm that an erup-
tion was imminent. In fact, many of those
killed were journalists and volcanologists
drawn to the mountain by the warnings,
whereas most residents of the area fled to
safety. They may have to stay away for a
long while: Mount Unzen erupted again
last week, and the worst may not be over. A

SESSION SUMMARY:
The predominate feature of the target is a pair of large, up
right objects which are crossed at the top. They are heavy and
solid and feel as if they were once part of a larger object. They
have the concept of "supported" associated with them. There is a
cluster of small roundish objects which hangs directly from the
intersection created where the up rights cross. There is the
impression that they are not independent objects in the sense that
they are separated from a hard surface.
They feel almost as if
they are part of a carved stone relief.
The are surrounding the target made me squeeze several times.
The air was thick with a powdery material which caused my eyes to
itch as well as making me cough. It felt very hot and dry. It is
particularly bright in this area.
A portion of the target contains an alignment of large,
squarish objects which set on one another. They are reminiscent of
monumental sized shaped stone. There is a sense of age associated
with this target with much of the target in a state of what would
be considered ruin by some.
I
sense an underlying nature of hostility associated with
either the target itself or the region in which the target occurs.

Three kilometers down in the Caribbean's
Cayman Trough, scientists in the research
submersible Alvin explore for the first
time cliff faces that reveal deep layers of
oceanic crust, which covers two-thirds of
the planet. Here the craft, making an
unprecedented self-portrait, triggers an
underwater camera that it has carried
down in the wire basket, then placed on
the bottom with its mechanical arm.

E. SESSION SUMMARY:
The overall impression of this site is one of total misery and
despair. There are numerous features reminiscent of broken and
fallen walls and an uncontrolled movement reminiscent of water
bubbling from an open hole.
There is a feeling of "political
activity" associated with this target.
There was a sweet natural smell.
This, however , was
overwhelmed by a sickening, musty smell reminiscent of rotting
organic matter. It is dark and damp. Other concepts associated
with this target are: death, decay, human misery, suffering,
bloated bodies, mud, despair and an act of hostility.
There are
broken walls and bloated bodies.
There is a series of round objects which are sitting upright
The tops of these objects are almost level with the surface. They
are a dark color. These are reminiscent of agricultural circles.
There is a change in the order of things at the site. Objects
are being knocked down and an associated pushing motion. At this
point, my throat began to tighten uncontrollably.

SESSION SUMMARY:
Site was square and flat. Site was white. Site was partially
man made. There was a structure or object that was layered.
This
structure or object was in the open but was closed off also. There
were objects in the back that stood straight up and down and were
identical in shape and look and spaced evenly apart. There were
smaller objects that were goldish or yellowish in shape that were
being held up. Water is at the site.

SESSION SUMMARY :
From a distance, the target appears as a densely concentrated
grouping of structures surrounded by undulating and rolling dark
shades. There is a great range within this dark surroundings as
far as difference in height or loftiness.
There is almost a
feeling of sterility associated within the central concentrated
area.
It also feels neglected or abandoned.
There is a rapidly circular or spinning motion associated with
a concurrent smooth horizontal movement. It can be extremely
bright here; to the point of hurting your eyes. It can also be
extremely harsh temperature wise as well as the wind. The wind
seems to carry something in it; either dust, smoke, a noxious smell
or any combination of the three.
There is a feeling of "overlap" as far as time or phase is
concerned with the objects present on the site. Many feel new, yet
others appear to be in various stages of disrepair, disuse or
decay.
There are alignments or groupings of similar or like
objects; similar in the sense of appearance, style, "model", age or
use.

Site consisted of triangles and circles that seemed to be
moving.
The triangles or circles were in the back and were
surrounded by bright white lights. The site also consisted of dark
colors that were brown and black. There were small slopes at the
site. Some of the slopes were "wavy" and some were solid. Navy
blue was also a color at the site. There is a structure at the
site that is square with a big white entrance.
1
Site reminded me of technology and fantasy.

ROBIN HOOD. CHATTANOOGA NEWS-FREE PRESS
Freak spring flood turns Lee
Highway in Chattanooga into a
kayaker's waterway. Abnormally
heavy rains last March caused
South Chickamauga Creek, an un-
controlled tributary of the Ten-
nessee, to inundate the Brainerd
section of the city for three days.
Even the big river itself rose seven
feet above flood stage. Damage ap-
praisals ran as high as 65 million
dollars, but authorities estimated
that losses would have been nearly
ten times greater without TVA's
dams and reservoirs.

SESSION SUMMARY :
The target is associated with a large, dark colored bird. It
is sitting with its wings folded and is looking out over the
surrounding area. There is a wooden feature reminiscent of a split
rail fence. There are also angles and corners which feel like worn
or weathered wood.
There is a sense of individuality or singleness associated
with the target. A lumpy green appears to "spill" out onto the
scene from either side. There are small clump-like features which
have an organic feel; however, they are sharp and "harsh" in
nature.
It feels very still here. It is like the scene has been taken
out of time somewhere and thrust into the present. There is a
shuffling sound from somewhere outside of the scene itself. This
place is not "alien" but it does have a surrealistic "flavor" to
it.
