Lin Wells has asked us to set up a meeting with himself and Andy Marsha
for the purpose of briefing Andy on Stargate.
I'ma pot certain of the "protocol"; i.e., should the meeting be in Lin's
office or in Andy's office? Plse coord with PSX

Focus of briefing is substantive rundown to include the Phenix program. To
get Ancy familiar with the activity, the need to monitor, and an item of
interest/concern from a DOD perspective. Why? Among other things, because
Andy may have some money he would be willing to allocate to keep the contract
DIA has had going -- the contratct that allowed for those unique contacts and
sourcing leads. I have the impression that Lin Wells wants to urge Andy to
contribute if we can "interest" him.
Please coord among yourselves as to who will set up and plse include me.
I think we need no more than 3 from PC

this subject in OSD prior to the Yeltsin visit.

JAY - WE MAY BE AHEAD OF THE GAME SOMEWHAT
CAME
DOWN A COUPLE OF WEEKS AGO AND BRIEFED MARSHALL ON "PSYCHOTRONIC WEAPONS" -
FOREIGN PROGRAM ETC (TALKED A BIT ABOUT PHOENIX). THIS WAS IN RESPONSE TO HIS
QUERY ABOUT WHAT THE WEAPONS WERE. THE SESSION WENT VERY WELL (MARSHAL DID NOT
NOD OFF IN THE HOUR PLUS SESSION!). HOWEVER, THE BRIEFING DID NOT FORMALLY TALK
ABOUT SG OR ANY OTHER RELATED PROGRAMS/EFFORTS.
IF THE AIM IS TO GET MONEY FROM HIM WE SHOULD PITCH IT DIFFERENTLY - THIS IS A
FOLLOW ON TO WHAT WE HAVE BRIEFED YOU ON BEFORE, FORMALLY READ ON TO SG,
SPECIFIC DOD INTEREST (AND PROGRAMS) ETC ETC.
HIS AREA IS A SCIF AND I CAN SET UP A SESSION ANYTIME. HIS CALENDER IS BUSY

He must have requested information immediately
after Lin Wells mentioned the subject to him. A follow-on session to formally
read him in and talk about value of program as well as the contract which will
be lost due to lack of funds would seem to be in order. But, we need to coord
this approach with Wells first
to see if he agrees and wants to
"host", "sit in", or "stay out of it".
