To get to Higgins present location, one
must
travel up a
narrow, one-lane, gravel road cut into the side of a dark gray,
rock cliff.

Located
at
the
top of the
cliff and adjacent to the road, is a large, old building.

Higgins is located in a windowless, dirty

the ground floor of this
building.
Although he appears exhausted and dirty, his mental
condition
appears to have improved somewhat.
