The activities associated with this building involve monitoring, observing and reporting developments, states and conditions, levels of awareness and states of readiness of a specific demographic area and group, (i.e., nation, population, etc. ). Intent seems to include 'early warning', trend analysis, and tailoring of 'covert operations. ' Monitoring is covert but reports are transmitted, perhaps via satellite link, to an overt collection and operations center a very great distance away. Site is located 'amongst' the target area or population. ( Overt site is located in the 'home' territory).
