Two men
are
associated with an object which 'rides low in the water' and
which may be partially submerged (AOL - boat) ; 'lying low' may be
allegorical overlay here.
A 'game' is involved, to wit, two groups are 'looking' for the
'exposed' part of a covert 'offensive' action.
The two men seem
to be connected with this and are now waiting to be 'retrieved. '
An 'opposition' group is also searching for them -- ergo the idea
of a game.
