Summary of Information
Individual
is medium height, later middle-aged, has stern
features, a severe expression on face, medium/light complected,
fills some leadership function, and may be military-connected.
There is a perception of a uniform of some sort associated with
him.
He is in a large, highly urbanized city -- tall, multistory
buildings, heavy traffic, but relatively prosperous, and also
near a significant body of water, though (A/S) not apparently an
ocean .
It
seems to be on the eastern side of the continent.
A
map search using "ruler" dowsing produced an east-west line that
passed through Buenos Aires,
The north-south line was not
apparently accurate, as it intersected in open ocean west
of
the
continent.
Argentina/Buenos Aires is best estimate for location.

The target in this instance was Venezuela.
