Describe the target:
The general area of the target is a
------
land/water/city interface. The area, at the time of viewing, was cold and
humid. ">The time there appeared to be either daybreak or dusk.
It had the
ambience of "North Sea", or northern latitude.
The city is built around a curve in the edge of the body of water.
The
city is of a very good size, but did not strike me as being "crowded".
There are many tall buildings.
The target, itself, appeared to be a person, but I concentrated for the
present time on the person's location.
The specific location is high in one
of the tall buildings.
It has all the trappings of a business office, but,
from this person's point of view, serves more as a "personal base of
operations", with a slight hint of "governmental" purpose.

It is sparsely

decorated, but with very expensive furnishings. The body of water can
easily be seen from the windows.
