SUMMARY OF INFORMATION
The husky
black haired man is
the most vocal
at the table
and appears to be almost an unofficial leader of the group though
all
at
the table are men who are equally possessing of power and
are mentally strong.
They are not subservient to this man though
they listen to him.
The men are discussing how to react to a new
system/regime/new players.
They were sort of taken by surprise
because while
the current
situation was one
of
several expected

possibilities: these men had
considered
it
of
low probability
hence hadn't developed plans for it.
The
idea
of
trade/dealing
is present.
The new situation
will be more expensive and, time-consuming: there are concerns of
increased
administrative burdens
and
increased
risk to their
power base.
What used to be a well-greased process will now take
several steps of red-tape and result in lesser returns.
There are
two main courses of action being thought of: some
present desire to fight the system and cause a return to the old
system; others feel that they need to come up with ways to cause

new
system
to
bend
and be more malleable to their needs.
Figuratively, they are trying to decide whether to
fight one big
direct frontal
assault
or
a series of well-placed and well-timed
guerilla skirmishes.
Idea that despite their obvious power, these men
are behind
the
scenes
manipulators:
that
publicity or acknowledgement of
their actions is an anathema to them.

The

involve
lines

maps:
divisions/assignments

territories.
The men at the meeting
represent different interests/organizations.
