It was not carrying contraband when it left mexico
nor will it pick any up in the new future

4. The vessel's point-of-origin is BELIEVED TO BE Mexico. If indeed the
vessel left from Mexico (you will need to decide), determine its point of

RESPONSE: Yes departed from mexico from an area north of TAMpico between
23° and 24° degrees latitude
