SUMMARY OF INFORMATION
6 SEP 88
Terry Waite, Terry Anderson, and Jesse Turner are currently
being held captive in a small rectangular, brown dirty prison
with dirt floors and located between the areas of "Maksah" and
"Al Marj" in the Beqaa Valley.
See "X" at ENCLOSURE 1. The
prison facility is normally used as a temporary holding area. The
surrounding area was described as brown, rocky, dry and desolate
desert land.
"Qa'ar Rim" and "Dahr al Qissisiyah" located north
of the holding area, are used by the captors as communications
center and logistical support bases.
"Qa'ar Rim" is the more
important of the two; it maintains radio contact with Beirut as
well as with Teheran (via code in the latter case) .
The area
designated as "Ablah" will be the last location to harbor the
hostages (Waite/Anderson/Turner) .
It is anticipated these three
hostages will be flown to Teheran from Riyaq Airfield and
subsequently released from Teheran. Terry Waite, at his own
insistence, will not be among the first to be released despite
the apparent, favorable, ongoing negotiations pursued on his
behalf.
Waite insists on not being freed until such time as all
other hostages have been liberated.
The Shiites would prefer
freeing Waite first on humanitarian grounds in view of a stomach
ailment reportedly being experienced by Waite.
All three
hostages are aware of one another's presence.
Waite and Turner
are in decent physical condition.
Anderson appears physically
and troubled with leg problems; he is gaining strength.
Joseph Cicippio and Alann Steen seems to be in continuing

poor condition, in a "near vegetable state"; their limbs,
particularly their legs are weak and rubbery from disuse and lack
of exercise.
They are located in the vicinity of "As Sahah" and
are intermittently driven around in a van by the captors who are
looking for a suitable, final
place to dump them. They will be
dumped in about six days and subsequently found by the Israelis
(from Marun ar Ras) .

Robert Polhill has not changed location; however he has been
moved to the second floor.
See "X" at ENCLOSURE 3.
There is an
improvement in his physical condition, but he remains quite ill.
The mounting of a voice communication intercept from a nearby
structure may be feasible in this case.
Rudolf Cordes, German national, Edward Tracy and Frank H.
Reed along with about eight other hostages were to a new location
found immediately south of Gharifah (ENCLOSURE 4).
There is a
small green and white school house with broken windows in the
immediate area of the site.
USMC LTC William
(Rich) Higgins is currently located in an
office-type building sited immediately south of the designation
"Sands Road". See ENCLOSURE

It was described as a "port of
call"; LTC Higgins is in the company of Syrian officers in a
cordial and friendly atmosphere.
He is cleanly dressed, well-
fed, and awaiting release.
Thomas Sutherland is located at the Beirut International
Airport amid a series of structures
that resemble aircraft
hangars.

During the course of this release, he
will follow in the footsteps of LTC Higgins.
However, LTC

Higgins will be released first and subsequently Sutherland will
be released.
(NOTE:
There is continuing tendency to confuse the identities
and locations of Sutherland and Turner.
Sutherland is appears to
be located at the Beirut International Airport while Turner is
with Waite and Anderson) .
