SUMMARY OF INFORMATION
USMC LTC William
(Rich) Higgins is currently located at the
Syrian military headquarters situated immediately north of the
Beirut International
Airport.
Thomas Sutherland was recently moved from the area known as
"Ash Shuwafat. "
His destinations indicated as "X-1" and "X-2",
ENCLOSURE 1, are located in the immediate area of the Beirut
International Airport.
Frank Reed, Edward Tracy, and Jesse Turner are currently
located in the area known as the "military barracks" (previously
surrounded by Syrian military troops) .
Their release will
follow that of Higgins and Sutherland.
Terry Waite and Terry Anderson will be transferred from their
current location, identified as "the western edge of the Begaa
Valley"
to a location identified as Dekwaneh Tall Zatar.

Joseph Cicippio, Alan Steen, and Robert Polhill remain in
poor health.
Polhill has not changed location.
Alan Steen and Robert Polhill were moved from the southern
border area of Lebanon to a location known as Kawaba Bu Arab
situated west of the Golan Heights area.
The intent to "dump
Cicippio and Steen remains valid.
The dump will take place; an
intermediary phonetically identified as
"Fuethers/Fueters/Frothers advises "the friendlies" of the dump
action.
A "payoff" will be made to effect their release.
Cicippio and Steen are the only hostages who are not affected by
the ongoing effort to regroup the hostages in the area of
the
Beirut International Airport.
Efforts made by representatives of the Catholic church,
pressured brought about by the media, pressure from the UN, and
German diplomatic/political
interventions, will precipitate the
release of the hostages.
The names of "Cunningham and Dowers" phonetically surfaced as
being possibly identifiable with ongoing negotiations.
