On 10 April 1980, I briefed the AF ACSI and selected members of his staff
concerning the INSCOM Grill Flame Project. Following personnel attended the

Inclosure 1 contains the outline of my briefing.

Overall, I would say that the briefing was received in a very positive manner.
MG Brown was very concerned with the operational tasks we had done and expressed
some thoughts along the line "it's necessary to continue, but we really need to
have a better handle on the phenomenon." Everyone agreed that the services could
not afford to be involved in R&D matters, and that perhaps we'll never know the
answer to this very puzzling question.
