Attached is the signed GRILL FLAME Memorandum of Understanding.

Before Army can sign a joint GRILL FLAME contract and become
financially obligated, the problem of "human use" must be resolved.
The Army General Counsel advises me that Army participation in joint
GRILL FLAME activities must be coordinated under the provisions of
Procedure 18, DOD 5240.1-R. This requires Secretary or Under Secretary
of the Army approval.

3. I plan to brief Secretary of the Army Marsh on the GRILL FLAME
Program in the near future. I will address the "human use" issue with
him at that time.
