1. Briefed BG Smith on 2 Oct. He originally felt that he should not
make any decision on appointing anyone to head the GF effort within
INSCOM. That it should be BG Freeze's area of responsibility since
the immediate application of the techniques obviously fall into the
PI side of intelligence. BG Smith changed his mind and directed that
COL Cary at Fort Meade, DCSCI, be briefed.

Briefed COL Cary on 3 Oct. He felt that the focal point should
be selected from the Headquarters area at AHS. I agreed. COL Cary
talked it over with BG Smith and persuaded him to make this an IAOPS
responsibility. I was told to brief Mr Garrett, acting director of
operations at AHS.

Mr Garrett was briefed on 3 Oct.
4. On 4 Oct Mr Garrett said that LTC Kane was the INSCOM Focal Point.
5. On 5 Oct, a GF planning meeting was held at OACSI.
Dr Targ (SRI),
COL Deprospero (AMSAA) , COL CApps and LTC Kane were among those attendig.
The purpose of the meeting was to come to agreement on statements of
work for proceeding on the Short Term GF approach.
Th following
points were agreed to:
a.
That SRI would "train" the team cheif soon, possibly in Oct.
The team leader would also view any on-going SRI-AMSAA experiments at
Ft Ord.
b. That beginning in April 79, SRI will intense train three
other subjects
c. That later this year or early next, SRI will send a staffer
to Washington to interview the INSCOM subject nominees
d.
That neurophysical testing at Stanford will be part of the
Subjects' training
e.
That a promising new method of subject reinforcement, computer
driven, will be utilized.
f.
that the statements of work/ tasking will be added to those
on the AMSAA-SRI agreement.
g .
That AMSAA will be willing to cooperate in any way with the
INS COM team,
6.
Funding level of $75K has been transferred to AMSAA
7.
Dr Haley of DARCOM has asked for a meeting of all DA "players" next
week.
8.
LTC Kane will breif MG Rolya next Tuesday. Kane and I will meet
today to discuss details of recommended future approaches.
