Focusing on this individual, describe his location

On 29 September 1983, Source CD-08 was interviewed
concerning the activities of a suspect between the hours of
0700 and 0830 on 23 July 1983. Source stated substantially as
follows:
During the time period in question the suspect was sitting
in a public place at a pedestal type table. He had an attache
case and what may have been a camera in a black leather case
with a shoulder strap. In the attache case was a brownish
envelope, a calculator in a black leather case , and a small
notebook approximately two inches wide by four inches long.
The suspect appeared to be concerned about the contents of the
envelope which contained a document approximately one and a
half inches thick.
The document may have been a study which
may have had something to do with port facilities, boats, or a
coastal area of a country (not further identified) .
The suspect was at the public place to "pass" and/or
"sell"
photographs about ships and ports (not
further
identified)
including "something about illegal activity"
perhaps arms shipments (not further identified) .
The suspect
was to leave his camera in a room at the hotel (not further
identified) .
On 24 July 1983, the suspect told other people that his
camera had been stolen because he believed that they would not
"buy the truth ."
The truth was that he had given his camera
to a second party (not further identified) who was interested
in the information (not further identified) .
