BACKGROUND:

In Apr 83, Dir, GDIP Staff requested that he be given a GDIP
input for CENTER LANE despite the fact that Congress had directed the Army to curtail
all operational activities of this type in the National Foreign Intelligence Program
(NFIP). His intent was to include the input in the Congressional Budget Justification
Book only if prior Congressional approval was obtained.

A GDIP submission for CENTER LANE (TAB B) was provided to
Dir, GDIP Staff with no OACSI ranking in May 1983 to be used as he saw fit. The sub-
mission is similar to what has been included in INSCOM's Security and Investigative
Activities (S&IA) Program input for FY 85.
