(S/CL-3/NOFORN) ICLP is considering a testing procedure which would involve an ICLP participant performing personality and medical assessments on unwitting non-DoD affiliated individuals. These tests would be performed by a civilian contractor to document the ICLP participant's abilities. The objective is to test psychoenergetic collection techniques, and not to collect and store personal information on those individuals. 3. (U) Request a review of these issues to ensure our compliance with all applicable DoD and DA regulations.
