1.
(S/CL-1/NOFORN) Initial CDIP action to authorize/fund GRILL FLAME
activity as a
HUMINT entity failed and congressional committees
directed the Army curtail opeational activities on the ACSI project
within the National Foreign Intelligence Program at the end of FY 82.
2.
(S/CL-1/NOFORN) The CG stated that he wanted to establish a similar
program and would do so out of hide, directing use of S& IA funds and
implementing an Army Special Access Program called CENTER LANE within
Security Support Detachment (SSD), 902d MI Group ( MIG) .

Spaces required immediately are the two 03 billets requested and an EM
(E7) space, which will be required on/or about April 1984 .

DCSRM and DCSPER, to identify two 03 (ODP supported) slots and one EM
slot for use in Project CENTER LANE. (NOTE: HUMINT (or NIFP) spaces
cannot be utilized due to specific guidance provided by congressional
committee .)

4. (S/CL-1/NOFORN) What this action will accomplish:
It will enable
Project CENTER LANE to continue training and to function as a Sensitive
Intelligence Collection Agency, until approval of the GDIP submission
for FY 85. The current GDIP submission for FY 85 is expected to be
approved since it is currently listed at a very high priority (No. 81) .
