Intelligence information may be collected
using several psychoenergetic techniques. CENTER LANE (CL) has
focused its resources on those techniques that have been
scientifically researched.

Concurrently, CENTER LANE has investigated
less
researched
techniques endeavoring
to
£
improve CL
capabilities.
In July 1983, the CENTER LANE office awarded a
personal
services contract to Mr. Robert Monroe, Monroe
Institute of Applied Science, Faber, VA to examine the use of
his technology (HEMI-SYNC) in the psychoenergetic intelligence
collection process. The contract was aimed
initially at
training a seasoned CL source to improve his target resolution
via the use of a HEMI-SYNC environment. Better than expected
results and personnel changes have now altered that thrust.
The
objectives of the advanced training are now two fold:

consultant after his retirement.

Determine
if
the "discrete
state"
psychoenergetic technique provides
high resolution
target
information of intelligence value.
This determination can only
be made by using an experienced, reliable source.

I
concur
with the recommendation in
paragraph 5 of referenced memo.
I am aware that Mr. McMoneagle
will retire soon after completion of the training, but I view
the continuation of the contract as application development that
will have use in the future.
Completion of the contract is no
different than the earlier contracts with SRI-International in
which they tested and proved coordinate remote viewing with non
GRILL FLAME/CENTER LANE sources.
The contract will permit
program management to assess future training opportunities as
will as enhance Mr. McMoneagle's capability for future use.
