NARRATIVE DESCRIPTION:
--
(S/CL-3)
Establish a new intelligence program utilizing
psychoenergetics (parapsychology) to enhance existing intelligence collection and
OPSEC programs, and an organizational infrastructure to manage administrative,
training and operational functions for the program. Through a thoroughly proven
aspect of psychoenergetics known as remote viewing, the proposed program will
collect and report Information of intelligence value without regard to time,
target location, or any efforts to deny the information to the collector, with no
known
risk
of detection.
Plans
are
being
formulated
for
intelligence
exploitation of other psychoenergetic technologies, such
as
psychokinetics,
remote communications, etc.,
as
the state-of-the-art
in
each
progresses
sufficiently. Money budgeted for this program will be used for the extensive
training involved, required facilities,
and systems for
obtaining,
recording,
processing and disseminating valuable information obtained.
RATIONALE/ANALYSIS:
(S/CL-3)
INSCOM's
efforts
the
intelligence
application of PE have been on an ad hoc basis since 1977.
in
During that six year
period, CENTER LANE, and its predecessor GRILL FLAME, established the feasibility
and soundness of PE primarily through the of the remote viewing phenomenon as an
intelligence tool. From 1978 through
1983
intelligence collection projects
completed for the U. S. Army, DIA, JCS, CIA, NSA, FBI, and the Secret Service,
produced significant results,
including
at
least
two
intelligence community
firsts."
Meanwhile, outside
research has
refined
promising
even
accuracy
greater
and control.
Administrative and personnel
methodology yet further,
turmoil, sporadic resource availability, and lack of formal TOE/TDA organization
have kept the project from realizing true potential. Full use of this unique and
cost-effective collection capability can be made both by
establishing
this
program officially and expanding its resource and organizational base.
If Disapproved :
( S/CL-3) The needs of the agencies currently supported will not
be met. More requests for support are already received than can be addressed.
Resource and personnel limitations force project managers to exercise very strict
criteria in deciding what taskings to accept. User agencies have many more
taskings to address to CENTER LANE than the current provisional structure can
support.
CENTER LANE currently is alone at the forefront in operational use of
this technology, and INSCOM drives the U. S ... state of the art. If proper resource
allocation is disapproved, crucial momentum would be lost, and the national
intelligence community would lose a valuable collection capability which now
allows penetration of targets inaccessible to any conventional system.
Long
training lead-time needed to develop source personnel would make later resumption
of a viable program extremely difficult and time consuming.
